In 2021 the CRD completed the Core Area Waste Water Treatment Project that serves several municipalities in Greater Victoria. This was a $775 million dollar project, which consisted of a number of major elements:
McLoughlin Point Wastewater Treatment Plant
Clover Point Pump Station and Forcemain (including Harbour Crossing)
Macaulay Point Pump Station and Forcemain
Arbutus Attenuation Tank
Trent Forcemain
Residuals Solids Forcemain and three pump stations
Centrate Return Line
Residuals Treatment Facility
During the construction of the plant, VIES has been fortunate to get yearly presentations on the various elements of the project. We have a unique opportunity to get a complete virtual tour of the McLoughlin Point Wastewater Treatment Plant. The tour will start with a presentation on the overall project including an overview of engineering challenges and solutions. This will be followed by a guided tour of the Plant where the following processes will be viewed:
Primary Treatment – lamella plate settlers
Wet weather primary treatment – high rate clarifiers
2 mm Fine Screens
Secondary treatment - Moving Bed Biofilm Reactor (MBBR) followed by Biological Aeration Filters (BAFs)
Tertiary treatment – Cloth media disk filters and future UV disinfection
Foul Air treatment – biotrickling filters and carbon adsorbers

Denis Jasinsky has worked in the wastewater treatment operations industry for over twenty years in Albert and BC. He maintains a certification as a Wastewater Treatment Level 4 with the Environmental Operators Certification Program (EOCP). In his role as the Plant Manager, Denis has played an integral role in the transition of the McLoughlin Point Wastewater Treatment Plant from the responsibility of the design-build contractor to become part of CRD Operations. This involved leading the development of the team and Plant operations and maintenance practices.
